Start with dates and energy
Two bills described as monthly can cover different numbers of days. Write down the start date, end date, billed days and kWh for each. Also check whether the usage is based on an actual reading, an estimate or a later adjustment.
The EIA distinguishes energy measured in kilowatt-hours from power measured in watts. For this comparison, use the energy quantity on the bill rather than the dollar total. Money can change because of tariffs, fees or adjustments even when the household uses the same daily energy.
Normalize a worked example
Imagine bill A covers 28 days and 280 kWh. Bill B covers 35 days and 350 kWh. B shows 25% more total energy, but both periods average 10 kWh per day.

Expressed as equal 30-day periods, each would represent 300 kWh. That normalization helps compare pace of use; it does not change what the utility has billed.
Separate usage from the tariff
Suppose the illustrative variable rate rises from $0.18 to $0.21/kWh. The equal 300 kWh periods would cost $54 and $63 in usage-based charges. The $9 increase comes from the price assumption, not from more energy.
Compare fixed fees, taxes and adjustments separately. Dividing the entire bill by kWh produces an all-in average for that bill, which can be useful for budgeting, but it is not necessarily the marginal cost of another appliance. Use the tariff guide to keep those purposes distinct.
Explain differences without guessing a culprit
If daily kWh really increased, check weather, occupancy, new equipment and changes in heating or cooling before blaming one purchase. Daily normalization corrects for period length; it does not correct for those other conditions.
Keep several periods on the same sheet and add a brief note beside unusual ones. If an estimated reading or unexplained adjustment dominates the result, ask the utility about that line. A useful comparison should leave you with a smaller, clearer question, rather than an unsupported conclusion about which appliance caused the increase.
